Josef Pembaur was a Tirolean composer who lived in Innsbruck, Austria. He was a pianist and a noted teacher. He had two sons who also became composers. His son, Josef Pembaur the Younger (1875-1950) was a noted pianist, composer of piano music and songs, and a teacher as well. Karl, his brother (1876-1939), composed church music and songs. The portrait of Josef the Elder shown in the video portion was painted in 1890 by Gustav Klimt.
Besides this cello concerto, Pembaur composed at least one concert overture (Frühlingsouverture, "Spring Overture", 1880), a pictorial symphony ("Im Tirol", F Major, Op. 39, 1884) an organ sonata (G Major, Op. 51, 1893) and many songs. The concerto, overture and symphony are all available from the Tiroler Landesmuseen Ferdinandeum, Innsbruck.
